Hi!

Is it possible to build a dll from the resource file string.enUS.resx without having Visual studio installed locally?

Hi,

You need the proper .NET SDKs installed - the .NET runtimes are not enought. Take care that Sisulizer can find AL.EXE.
Installing SDK for .NET 4 often is not enough even if you only target NET 4.0.
